Fueling Missouri
Since 2003, the Missouri Schools Boards' Association and Cooperating School Districts have successfully delivered natural gas savings to districts that utilize natural gas as a heating source. Thanks to utility tariffs for schools, small and large schools throughout Missouri are able to aggregately purchase natural gas and realize savings that were previously unachievable on an individual basis.
MSBA/CSD Natural Gas Consortium
The Natural Gas Consortium is structured similarly to successful school energy aggregation programs in other states. The program gives participating schools the type of the purchasing powers available only to large industry. Natural gas supply bids are solicited from suppliers that are certified by the Missouri Public Service Commission. Bidding is through an independent energy consulting firm.

In 2002, the Missouri School Boards’ Association (MSBA) and the Cooperating School Districts of Greater St. Louis (CSD) successfully overcame utility opposition to get legislation enacted that enabled Missouri schools to access bulk natural gas supplies through aggregate purchasing. MSBA and CSD then created a Natural Gas Consortium for their members, and it remains the largest school consortium in Missouri today. St. Louis area members have cumulative savings of over $9.6 million since the program’s inception. Individual district savings appear on the respective district invoices, both monthly and cumulatively, versus the utility.
